It's not dissonance. They're consistent and also quite clear. It's a very personal betrayal. They feel that the people (whom they know to be evil chuds) are the source of their personal pain, and that of those they care for.
This meme was catastrophically wrong despite it's popularity IMO. The vibe I now get from woke isn't "I'm using your morality against you" but more "can you be held to any standard of morality at all? since you clearly don't care about our safety and structures".
I'm not at all saying they're correct about who they attack or that they have any leg to stand on themselves, but I think I'm starting to understand the logic.

sometimes it is even "I know some bad uses will happen but it's worth it" and they are just wrong in their calculation (it happens) or they're not imaginative enough about what bad people will do with it. I admit I could be said to fall into the same category as this with AI shit. that is my steelmanning of their position, they're still wrong but could be understandable

from what i see that's how the majority of the political left functions: they either ignore or just don't see at that their actions have consequences in 2nd, 3rd, ... degree as well.

This is explicitly built into Keynesian economics. When questioned about critics of his theories pointing out people will simply change their behaviors in response to his policies he quipped: "In the long run we're all dead." Bonus points for being the earliest example I'm aware of of pretending not to understand in order to make discourse impossible.
