Sure. If you can afford having a datacenter with server grade GPUs in your basement. Open source/weight models will only get you so far. Mostly they suck ass for dev work. Even the best models out there are still mid and require constant hand-holding to make sure they don't shit the bed when working on a medium to large codebase.

I was just thinking this block could be trivially circumvented with a VPN, provided someone willing to clandestinely let you tunnel into their box inside USA and use their account (with a modest surcharge).

The whole poont is probably to require an ID to access AI now. Just make them go through Palantir's facial recognition ID system.
