The report is a meta-analysis from 2004. The only mention of "priests" in the document is about the UK, and makes no mention of the number of cases attributed to either priests or public school teachers.

Assuming that the stats were actually true, there were roughly 8,233 priests teaching in U.S. Catholic schools in 2004, which works out to 2.5% being paedophiles (1 per 40). In contrast there were 3.1 million public school teachers in that same year, which works out to 0.8% being paedophiles (1 per 125). Consequently one could say with confidence based on the stat in the image that Catholic priests are over 3x more likely to be paedophiles than the general population.
